『Shall we ダンス？』（1996）、『それでもボクはやってない』（2007）などの周防正行監督が、『舞妓はレディ』以来、約5年ぶりとなる新作で大正時代黎明期を舞台にした青春映画に着手することが明らかになった。
映画がまだ無声で「活動写真」と呼ばれていた時代を舞台に、若者たち7、8人の青春群像を描くという。
本作ではアクション、恋、笑いを織り交ぜたエンターテインメントを目指すといい、キャストはオーディションで決定し、9月クランクイン、2019年夏以降の公開を目指す。
周防監督、及び東映株式会社の代表取締役・多田憲之氏は新作について、以下のようにコメントしている。（編集部・石井百合子）
＜周防正行監督＞
かつて映画はフィルムで撮影され、音もなく、モノクロだった。それは映画の青春時代だった。そんな時代に生まれた『活動弁士』は生演奏をバックに映画を解説してスターとなった。ところがこの上映方式は日本独自のものだったという。
「活動写真」と呼ばれていた映画に魅了された人びとの青春を、痛快な「活劇」として描き、技術革新が続いても本質的には変わらない映画の面白さ、楽しさ、魅力が湧き上がるものにしたい。

こんな映画を待っていました！ 周防正行監督から聞いた、今度のテーマは「活劇」！ 東映ならではのテーマをもったその物語は、映画への愛にあふれる青春物語でした。
『がんばっていきまっしょい』（1998）でご一緒して以来のアルタミラピクチャーズ作品で、周防正行監督、桝井プロデューサーと、本格的にタッグを組めることは、本当にうれしく、楽しみにしています。
周防正行
周防 正行（すお まさゆき、1956年10月29日 – ）は、日本の映画監督、脚本家。太田出版監査役。
来歴
幼少時は野球好きで、野球をするために中学はわざわざ越境入学してまで武蔵工業大学附属中学校・高等学校に進学。しかし中学2年の時に肘を痛めて野球の道は断念した。高校卒業後に2年間浪人生活を送る。
1981年、立教大学文学部仏文科在学中に非常勤講師として来ていた蓮實重彦の講義「映画表現論」に出会い、卒業後映画監督を目ざす。その後イメージフォーラム映像研究所に進みながら、高橋伴明・若松孝二・井筒和幸といった監督のもとで助監督として修行を積む。
